In this paper, we begin by describing the Starlink constellation’s configuration plan, treating each satellite as a network node, naming and numbering various nodes, then classifying laser interstellar links (LISLs) according to their orbital alignment whether they are permanently visible. Whereupon, method for calculating respective theoretical distances required establishing LISLs under two distinct scenarios, co-orbital hetero-orbital analyzed, optimal phasing factors proposed solving an optimization algorithm shortest distance. The OneWeb constellations, well constellation states of simulated, respectively. with F = 11 obtains best coverage between 60° north south latitudes predicated upon analysis N Asset Coverage.
